How Luxembourg Is Normalizing At-Home Cannabis Cultivation

Luxembourg has seen the launch of its first professional consultancy dedicated to assisting residents with legal home cultivation. This new service, known as Green Guys, provides technical expertise to help citizens manage the process from seed to harvest within their homes.


Who Are the Green Guys?

The Green Guys are a group of four entrepreneurs who recently opened a Cannabis shop in Differdange, a former steel-production center in Luxembourg. Their names are Harley Miguel de Jesus Panoias, Pedro Miguel Figueriado Baptista, Andy Anthony and Rui Filipe Jesus Araujo, according to The Luxembourg Times

The startup provides a comprehensive support system for those looking to exercise their legal right to grow cannabis but who lack botanical experience. 

“We are kind of different to the traditional grow shows because all the grow shops just sell the products either for smoking or for growing and they don’t have the customer service as we do, because we go to the people’s houses,” De Jesus Panoias told The Luxembourg Times

By offering discreet, at-home consultations, the service assists with hardware setup, nutrient management, and plant health monitoring. 

“Everybody can put a seed into soil, and it will grow and it will produce something,” he added. “But it’s about perfecting the process to get the most out of it as possible.” 

The Legal Framework: Four Plants at Home

The emergence of such services is a direct result of Luxembourg’s specific legislative landscape. On July 21, 2023, the Grand Duchy officially became the second country in the European Union—following Malta—to legalize the home cultivation and private consumption of cannabis for adults.

Under the existing regulations introduced in 2023, the law remains strictly defined:

  • Cultivation Limit: Adults (18+) may grow up to four cannabis plants per household.
  • Location: Plants must be grown at the person’s habitual residence, either indoors or outdoors.
  • Visibility: To maintain compliance, plants must not be visible from public spaces or thoroughfares.
  • Consumption: Use is strictly limited to the private sphere; public consumption remains prohibited.

A Pioneer in European Cannabis Reform

Luxembourg’s decision to legalize home cultivation marked a calculated shift in cannabis policy—one designed to weaken the illicit market while offering adults a safer, transparent option for personal use. As one of the first EU nations to adopt such reforms, the country has quietly become a reference point for lawmakers in Germany and the Czech Republic. Instead of pursuing rapid commercialization, Luxembourg’s phased model places personal autonomy and consumer protection at its core, reflecting a broader evolution in how Europe is beginning to rethink drug policy.
