First Cannabis Social Club Opens in Malta

The first legal Cannabis club in Malta has opened its doors and attracted 150 members in only its first two days.


The smallest state in the European Union is also the first to legalise cannabis. On 14 December 2021, the Maltese parliament voted to legalise cannabis. It is now possible to possess up to 7 grams, grow 4 plants or buy up to 50 grams per month in a cannabis club.

The Responsible Use of Cannabis Authority (RUCA), established in 2021, regulates Maltese cannabis clubs called Cannabis Harm Reduction Associations. The establishment of these clubs has been delayed and in March, new rules were established. The first two licences have been granted and the establishment of cultivation facilities has been authorised from August. Last week, CURA announced the opening of the first cannabis club.

The KDD Society opened its doors last week in Attard, a township of about 10,000 people. According to its president Kenneth Ellul, the opening was a great success with over 150 members registering in the first two days. “The turnout has been phenomenal; the support from our members has been exceptional,” said Kenneth Ellul.

The club is licensed to accommodate a maximum of 250 members. Access to these clubs is restricted to residents of Malta. Tourists are therefore not allowed to purchase cannabis at these clubs. 6 clubs in total have been granted licenses.

The KDD Society has more male than female members. Members have a wide range of ages between 18 and 76. Some members have a medical cannabis license but the club is intended for recreational users.

5 cannabis strains are being offered to members with THC levels that range from 11 to 17%. The club plans to expand its offering with other strains containing different levels of THC and CBD.

“The members who came were very enthusiastic about the idea of ​​purchasing legal and regulated cannabis. The feedback we received from people was that it is different to have access to a legal product,” said club president Kenneth Ellul.
