Social services have launched an investigation after the emergence of footage which appears to show children smoking cannabis after being encouraged by adults.
In the video, children - thought to live in Chile - appear to pass around a joint, taking multiple drags, while adults are seen and heard in the background.
According to one of the country's news sites, Chile Vision, the controversial footage has been circulating on social media networks.
The relationship between the adults and the children is not known.
They claim the National Youth Service are now investigating the children and their welfare after they had their attention brought to the worrying situation.
In the UK, the NHS estimated that the proportion of 11-15 year olds smoking cannabis in England has dropped from 13.3% in 2003 to 7% in 2013.
In adults aged between 16 and 59, the proportion of users has also fallen from 10.6% in 2003-04 to 6.6% in 2013-14.
