But if it is found, the consequences can be annoying at best. It's more or less a gamble. Because you can never say exactly how the inspectors will act on this or that day. Will the spot check hit you, or will it be someone else's turn? It is never possible to make completely certain statements about whether and where strict controls can and will take place. But it is probably better to be caught in Hamburg than in Lagos or Kuala Lumpur, as the severity of the consequences can vary quite dramatically.
