Thailand's New Cannabis Bill: What You Need to Know

The Thai government has recently approved a landmark cannabis bill aimed at regulating the cannabis sector, primarily for medical purposes. As the first country in Asia to legalize cannabis in 2022, Thailand is taking significant steps to create a framework that addresses market gaps and ensures safe usage.
What Does the New Cannabis Bill Entail?
Public Health Minister Pattana Promphat highlighted that the new legislation restricts cannabis consumption to medical treatments prescribed by healthcare professionals. It will also allow cannabis use for scientific research. According to Promphat, "the goal is to protect public health—particularly that of children and young people—and to prevent cannabis abuse." The bill clearly states that "cannabis must be used for medical and health-related purposes, not for recreation."
How Will Cannabis Be Regulated in Thailand?
To implement this new regulation, a committee chaired by the Public Health Minister will be established. The bill introduces a licensing system where the Director-General of the Department of Thai Traditional and Alternative Medicine will issue three-year licenses for the cultivation, production, import, export, and sale of cannabis. Notably, healthcare professionals and researchers will not need licenses to acquire cannabis.
Who Can Use Cannabis Under the New Law?
Under the new bill, the sale of cannabis to individuals under the age of 20, as well as to pregnant or breastfeeding women, is strictly prohibited. Furthermore, consumption is banned in sensitive areas such as temples, schools, dormitories, public parks, amusement parks, and zoos.
What Are the Consequences of Violating Cannabis Regulations?
Unauthorized activities involving cannabis—such as production, importation, exportation, or sale—will result in fines or imprisonment. Individuals who engage in "abusive" cannabis consumption face fines but typically will not serve prison time.
How Many Cannabis Outlets Are There in Thailand?
Currently, there are around 11,000 cannabis sales outlets throughout Thailand. However, Minister Pattana Promphat indicated that within the next three years, this number will be significantly reduced to an estimated 2,000 clinics that adhere to the new regulations.
