Two boys who collapsed after smoking what is believed to be synthetic cannabis from an e-cigarette were rushed to hospital.
A 15-year-old was taken to Carlisle's Cumberland Infirmary on Friday last week and Monday this week while a 14-year-old was also taken to the hospital last Friday.
On all three occasions it was reported that a substance - thought to be synthetic cannabis - was inhaled from an e-cigarette.
Neither of the boys suffered any lasting effects.
A man, aged 55 and a woman, 52, both from Carlisle, have been arrested at a shop in the city's Botchergate area.
They were arrested on suspicion of being concerned in the supply of a Class B drug.
Two e-cigarette vials, labelled as ‘Weed', were seized and detectives are working to establish whether they contain synthetic cannabis.
Inspector Andy Hanson said: "We are not only investigating this incident but also working to establish whether this is a trend among young people in the area. I would urge any young people who may be offered synthetic cannabis to refuse. It can result in serious health implications."
He added many synthetic cannabinoids contain mixtures that classify them as a Class B drug. As many synthetic cannabinoids are new, they can have unknown effects.
