Andrew O'Donnell, 33, formerly of Wynford Road, Frome, Somerset, was arrested last year on suspicion of conspiracy to produce a Class B drug in October last year but failed to answer bail.
The arrests followed raids at an industrial estate in Forest View Road, Cinderford, a farm in Monmouthsire and a house in Tenbury Wells last year in which hundreds of thousands of pounds worth of cannabis plants were seized.
Subterranean cannabis grows were discovered at the address in Tenbury Wells in July 2012, with five substantial containers buried next to woodland connected to the surface by a brick shaft.
O'Donnell - who is known to have also used the surnames Morrison and Lawson - has been linked to the cannabis factories as well as addresses in Tuffley, Gloucester, and Frome, Somerset.
He is also believed to have rented a holiday home abroad last year but it is not known if he returned to the UK.
