He says that if you examine the harmful effects caused by some substances, it could not be said that cannabis was more harmful than alcohol.
He said that alchol was the major cause of domestic violence and crime, the problem is a pricing issue surrounding how supermarkets are able to provide products to binge drinkers at such a cheap price.
Mr Williams thinks that the majority of health issues that are connected with the cannabis plant are to do with the fact that it is currently sold in an unregulated market with no standard of quality.
"If the sale of cannabis was regulated like alcohol or tobacco, the state could have more control over quality," he said. "It could be taxed as well which is a win win for society".
