Where I live, I get full sun all year long and the winters are extremely mild. The minimum temperature is 150.If I germinate indoors and grow the plants vegetatively to 75cm under HPS and place the plants outside during the "winter„ period will the short light period induce flowering? If they get full sun will they finish off in 6 to 8 weeks, just like indoors?

Yes. You can start the plants indoors, grow them to sufficient size and then transplant them outside. The plants will start flowering as long as they get a minimum of about 11 hours of uninterrupted darkness each evening.
By transplanting into the soil the roots will have an opportunity to obtain water and nutrients from new sources.
You can actually grow from seedling outdoors. Just interrupt the dark period halfway through each evening by shining a warm white fluorescent light all over each plant. A bright night-light will also work well. The plants just have to receive light for a few seconds. This will prevent the plant from flowering and it will continue to grow vegetatively. When you want the plant to flower, stop shining the light.
Any area that stays warm and sunny in the winter can be used to flower out winter crops. In cooler sunny areas, a greenhouse can be used to keep the plants warm while the sun provides illumination.
