Mr Grove has ruled out a "softly softly" approach to drugs and rejected claims that police resources are being wasted targeting cannabis growers and dealers.
"To pretend that criminality will disappear because cannabis is legalised, whoever is suggesting that is living on cloud cuckoo land," Mr Grove told the BBC.
He added that there would be no let up on the fight against drugs "on his watch" adding that cannabis was the source of widespread misery in many parts of his force area.
Meanwhile, Lincolnshire Police has launched a campaign called Hiding From Help.
The initiative aims to highlight the problems the emergency services face trying to find addresses, especially in the dark, when there is no visible house name or number.
Residents are being asked to look at their own property and see if there are any improvements they could do to make it easier for the emergency services.
