Officers attended the premises in Inkerman Street, Ashton-on-Ribble, at 3.48am on Wednesday, after reports that burgulars were trying to enter the building.
The perpetrators had left before patrols arrived, but officers decided to carry out an inspection of the building anyway, and discovered a cannabis farm in the rear rooms of the building.
Police said the patrol came across 12 growing plants and a further 16 seedling plants in a nearby cabinet.
A 50-year-old man from the Preston area was arrested a short time later on suspicion of possessing a controlled drug of Class B (cannabis).
The man was given a police caution and was later released from custody.
