Results of Cannabis Legalisation in Germany by 2025
The legal cannabis industry in Germany is among the most dynamic in the world, showing concrete results already. The legal sale of medicinal cannabis in pharmacies began in 2017, and in 2024, the legalisation of cannabis for adult use was approved.
In recent years, the medicinal cannabis sector in Germany has continued to evolve. Some medical cannabis patients receive reimbursements through the public healthcare system, while others purchase their medication privately.
Medical Cannabis Patients in Germany
According to international cannabis economist Beau Whitney, founder of Whitney Economics, it is estimated there are between 200,000 and 300,000 medical cannabis patients in Germany who obtain cannabis through their healthcare providers, and between 500,000 and 600,000 patients who pay out of pocket.
Another significant aspect of improving legal access to medical cannabis in Germany is the number of pharmacies dispensing it. According to a bulletin from the Federal Association for the Cannabis Economy (BvCW), around 2,500 of the 17,000 registered pharmacies in Germany currently offer medical cannabis.
Imports of Medicinal Cannabis
The Federal Institute for Drugs and Medical Devices (BfArM) reported that in the first nine months of 2025, Germany imported over 142 tons of medicinal cannabis products.
As with any major cannabis market, the potential of the adult-use cannabis sector in Germany is much greater than that of the medical sector. According to annual estimates from the European Medicines Agency, 17.2% of adults in Germany report having used cannabis at least once in the past year, and 8.4% of German adults report having used cannabis in the past month. This results in a potential adult consumption market of several million people.
Home Cannabis Cultivation in Germany
Home cultivation is a crucial aspect of the German legal production model and is quite popular among adult consumers. Data from a survey conducted by the Department of Horticultural Economics at the University of Geisenheim shows that one in ten adult cannabis consumers in Germany has grown cannabis since its legalisation in April 2024. Additionally, 11% of respondents expressed that they "could imagine" growing cannabis in the future.
Cultivation associations are another vital component of the German legalisation model. According to the latest data from the Federal Association of Cannabis Growers' Associations (BCAv), 368 applications for the establishment of cultivation associations have been approved nationwide, out of a total of 806 applications submitted. To effectively compete with the unregulated market, significantly more cultivation associations need to be approved.
Challenges: Cannabis Regulation in Germany
A major challenge for the cannabis industry today is the lack of approved regional pilot projects for the adult-use cannabis trade. Numerous jurisdictions have submitted applications to conduct trials, but thus far, no approvals have been granted, negatively impacting legal access to cannabis and the goals of the country's cannabis policy and industry.
Pilot projects are already underway in several jurisdictions in the Netherlands and Switzerland without significant issues being reported, and it is hoped that the German government will grant approvals soon. Unfortunately, this is not the current reality; the majority of the German recreational cannabis market remains unregulated.
