Overall there were 4,974 drug seizures in Hertfordshire by police and the UK Border Agency in 2011/12, the highest of the report's five Eastern Region areas.
These included 4,105 seizures of cannabis, 539 of cocaine, 215 of heroin and 93 of crack cocaine.
There were also 41 seizures of ecstasy, 15 of methadone - a heroin substitute available on prescription - and five of the hallucinogen LSD.
60 drug seizures were recorded as "unknown".
Hertfordshire's total of 11,461 cannabis plants seized, along with 52.9 kilograms of herbal cannabis and six kilograms of cannabis resin, made it the second highest in its region behind Essex with 18,005 plants.
The next most common drug seized in Hertfordshire was cocaine, with 13.3 kilograms seized over the same period.
