More than 80 plants were found in the building, formerly The Q Bar, at about 09:00 BST, Staffordshire Police said.
Police Community Support Officers had been on a routine patrol and stumbled upon the plants while investigating why the premises, off Andressey Passage, was insecure.
An investigation has been launched and officers want to speak to the landlord.
