Yes. This technique is discussed in detail in the new edition of Marijuana Grower's Handbook. Short day plants, which measure the number of hours of uninterrupted darkness in order to determine when to flower, have a slight sensitivity to blue light. When given 12 hours of light and 12 hours of uninterrupted darkness, the plants flower.
However, when they are exposed to a blue light during the dark period they remain primarily in vegetative growth mode but also express their sex by producing some flowers. They can easily be sexed using this method and then placed back into full vegetative by returning to a full lighting period. This way they aren't stressed by switching to flowering and back to vegetative and they don't lose the time that entails.
