I am building a closed system garden that will be lit by 6000 watts of HPS and the canopy will cover an 11 M2 space. It will be cooled using a 24,500 BTU window-style a/c venting the heat outdoors. Eight fans will circulate the cool air under the lights above the canopy. Odor will be controlled using two carbon filters. CO2 will be supplied using a CO2 tank regulated using a meter set at 2000 ppm.

This looks like a well-designed plan. The 6 lamps supply the plants with 545 watts per M2 of electrical input, which is sufficient to grow most hybrids. The CO2 tank and regulators will keep the CO2 level high, which promotes faster growth. I don't think that you need as high a CO2 level as you are planning to use. Probably 1200-1300 ppm is the maximum that the plants can use. Higher CO2 levels will not increase the growth rate. The fans will circulate the air, so the depleted air at the leaf surface is replaced with fresh CO2-laden air. The two carbon filters will eliminate the odor and the A/C will keep the temperature at 30 degrees.
All you need now is some great genetics for the garden.
