The 1.3 tonne haul of the class B drug was hidden in a lorry and found at the Port of Tyne ferry terminal in North Shields.
The ship carrying the lorry had come from Ijmuiden in the Netherlands, the Home Office said.
A 35-year-old man from the Netherlands has been arrested and bailed pending further inquiries.
Several hundred packages of cannabis resin and herbal cannabis were discovered among crates of bark, officials said.
The seizure was made by officers from Border Force - a law enforcement branch of the Home Office which protects borders - and the National Crime Agency. An investigation has begun.
Christina Brown, from Border Force's North East command, said: "Cannabis and other illegal drugs are known to be linked with serious and organised crime, which has a devastating impact on our communities.
"This seizure by our officers means a significant quantity of drugs has failed to reach the streets."
