In England and Wales arrests, cautions and charges related to cannabis offences have fallen by over 40 percent collectively. The police chief of Durham said in 2015 that growers would only be targeted if they were found to be producing for commercial gain.
Sara Thornton, Leader of the National Police Chiefs Council said - "policing weed has never been a top priority, police forces are more likely to simply record reports of small-scale cannabis farms, rather than investigating them"
