Which European countries will be active in 2025 from a cannabis policy and industry standpoint?
Last year was the biggest year for cannabis policy and industry on the European continent, and 2025 will likely be just as historic and monumental. In 2024 Germany became not only the most-populous country in Europe to ever adopt an adult-use cannabis legalization measure, but also the most-populous nation on earth. Germany joined Malta and Luxembourg by adopting national recreational legalization.
Personal legalization and cultivation associations launched in Germany in 2024, and regional adult-use cannabis commerce pilot trials are expected to launch in Germany in 2025. Regional pilot trials are already operating in the Netherlands and Switzerland with no major issues reported, and the same will presumably be true in Germany once pilot trials are implemented.
One country that should be on the international cannabis community’s radar in 2025 is the Czech Republic. In September 2025 the Ministry of Justice in Czechia proposed that adults should be able to cultivate up to three plants in their private residences, in addition to possessing up to 25 grams when away from their residences and up to 50 grams in their homes. The proposal will hopefully become law in the Czech Republic some time in 2025.
Slovenia is another nation that will likely see a cannabis policy modernization measure adopted in 2025. As part of the 2024 European elections in June, Slovenia’s voters approved a domestic medical cannabis production consultation referendum measure and an adult-use decriminalization consultation referendum measure. While those measures were non-binding, they did add to the momentum building in Slovenia for cannabis reform, and advocates in Slovenia expect lawmakers to approve a reform measure by the end of 2025.
Lastly, lawmakers in Spain will continue to work on modernizing the nation’s medical cannabis laws and regulations in 2025. In 2024, Spain’s Ministry of Health published a long-awaited draft royal decree focused on medical cannabis. The nation’s medical cannabis community is hopeful that the proposal will reach the finish line and be implemented in 2025.
